Aral is the Filipino word for study. It is also now the country's promise: a permanent, funded, national program to bring struggling learners back to grade level. This is how the Division of Zambales delivers on it.

The Mandate

Learning recovery is no longer a project. It is the law.

For years, catch-up programs came and went with each administration. Republic Act 12028 changed that — it made the Academic Recovery and Accessible Learning (ARAL) Program permanent, nationwide, and annually funded. DepEd's implementing guidelines then set the rules of play for every division, school, and community learning center.

The Academic Recovery and Accessible Learning (ARAL) Program Act establishes a free national learning-intervention program and appropriates funds for it — making recovery a standing commitment rather than a temporary response to the pandemic.

ePLAN is the Division's assessment-and-intervention platform — a single system where a learner's need is spotted, an intervention is planned, learning is delivered, results are assessed, and progress is watched over time. The name spells out exactly what it does.

The Roadmap

From pilot, to proof, to permanent practice.

RBI+QATAME wasn't dropped in fully formed. Two phases established and tested it. The current phase is the hard one — institutionalization — turning a working approach into standing policy woven through every school's governance.

Institutionalize across all schools

Craft internal policy, embed RBI and QATAME into School Improvement Plans, and establish the standing feedback loops among school leaders, teachers, and coordinators — so the approach outlives any single school year. This is the work of the current cycle.
